THIS WEEK'S SPECIAL DAVENING INSTRUCTIONS Davening Instructions for Rosh Chodesh: FRIDAY: Yaale v’yavo is added to the Shacharit amida and a half hallel is recited. Following the shir shel yom, borchi nafhsi is added. At mincha, yaale v’yavo is also added to the amida. FRIDAY NIGHT: Kabbalat Shabbat as regular. Add yaale v'yavo in Maariv amida. Because we are davening without a minyan, after the amida recite va'yichulu and then skip to aleinu (i.e. no magen avot). SHABBAT DAY: Add yaale v'yavo in Shacharit amida; Half-Hallel. We do not recite yikum purkan, nor av harachamim. In musaf amida add the special section of ata yatzarta. At mincha, we do not say tzedkatcha tzedek. The second chapter of pirkei avot is studied.
Davening Instructions for Yom HaZikaron and Yom Haatzmaut. TUESDAY AFTERNOON: Despite the observance of Yom HaZikaron we do not say tachanun. At night, maariv as normal, however there are those who add additional tehillim for Yom Haatzmaut (click here for special RCA Siddur pdf) WEDNESDAY: Recite full Hallel with a bracha at Shacharit. Tachanun is not recited at shacharit or mincha.

HALACHA OF THE WEEK: GETTING A HAIRCUT OR SHAVING ON FRIDAY, EREV SHABBAT ROSH CHODESH IYAR According to the Mishna Berura [493 note 5] when Rosh Chodesh Iyar falls on Shabbat (as it does this year) haircuts and shaving are permitted on Friday. This ruling, he write is according to all opinions, since the combination of Shabbat and Rosh Chodesh create an added simcha. Nevertheless, there are those who disagree.
One of the primary reasons is that many have a general custom not to take haircuts on any Rosh Chodesh. This is based on the will of Rabbi Yehuda HaChasid. For this reason, Rabbi Yaakov Yisrael Kanievsky is quoted as forbidding haircuts and shaving on erev Shabbat Rosh Chodesh [Bein Pesach l‘Shavuot p246 note 7]. However, Rabbi Moshe Feinstein permitted haricut and shaving, despite the custom of Rabbi Yehuda HaChasid. As Rabbi Feinstein explained, this Rosh Chodesh is unique, since the preceding days are part of sefira and haircuts are not permitted [Torah v’Hora’ah vol. 2 p. 20].
DVAR TORAH Part of the process of atonement for a person afflicted with "tzara'at" is that the person offers two birds as a sacrifice [Vayikra 14:4].
Why two? According to the Zohar one bird atones for evil speech and one bird atones for good speech.
Of course, the" evil speech" referred to by the Zohar is "lashon harah" for which the affliction "tzara'at" occurs. But what is the "good speech" which requires atonement?
Rabbi Dov Weinberger, in his book Shemen HaTov suggests that there are two reasons why a person was afflicted with "tzara'at" - both of which are for improperly using the gift of speech. The first is the obvious, "lashon hara" while the second was when one abstained from uttering "good speech". For just as gossip can destroy a relationship, so too, can speaking words of encouragement and friendship create and support a relationship. Therefore, he suggests that the Zohar is reminding us that the sin of "Lashon haRa" includes both "evil speech" and withholding "good speech" - because sometimes withholding the compliment can be as destructive as speaking evil.
