HALACHA OF THE WEEK:CHAZARAT HASHA”TZ Why does the shaliach tzibbur have to say a “quiet shemona esrei” if he will also recite the same words out loud on behalf of the people who are at davening?
According to the Gemara, the quiet shemona esrei he recites is the equivalent of a "practice run," to make sure that he is fully prepared for his public recitation [Orech Chaim Machatzit HaShekel 124:3].
As a result, Rabbi Moshe Feinstein, ztz”l ruled that the shaliach tzibbur should recite the same shemona esrei as he will say publicly. For example, if the shaliach tzibbur would normally recite a private Sefardic, or Nusach Ari shemona esrei, when davening with an Ashkenazi minyan his private recitation should follow the Ashkenazi nusach. [Igrot Moshe Orech Chaim 2:29].
In addition, because the shaliach tzibbur's quiet shemona esrei is a "practice run," if he made a mistake during when saying it (e.g., he forgot to say ya’aleh v’yavo on Rosh Chodesh) does not need to repeat it. Rather, in such a case, the shaliach tzibbur can rely on his public repetition [Orech Chaim 126:4]. Similarly, if the shaliach tzibbur missed an earlier tefillah and need to recite an extra tefilla (“tefillat nedava”) his chazarat hashatz can fulfill that need [Mishna Berurah 108:4].
DVAR TORAH "And G-d said, 'Behold, they are one people with one language for all of them, and this is what they have begun to do; now will nothing be beyond them, to do anything they plan to do?'" [11:6]
According to this pasuk, the great strength of the builders of the Tower of Babel was their unity and ability to communicate. As Sforno explained: "nothing could prevent them from completing anything they intended to accomplish, as all of the people acted upon a united decision - not one of them would turn aside to know G-d or to understand that He was the Creator of all."
And while the builders of the Tower may have used their unity to commit a terrible sin, the Chafetz Chaim saw in it a great source of hope. As he explained, we believe that any attribute used for good is more powerful than when it used for evil ("Midah tovah merubah mi'midah poraniyout"). If so, said the Chafetz Chaim, just imagine what we can achieve when we are united in the service of G-d, together, "with one mind”!
