HALACHA OF THE WEEK:Purim Meshulash When the 15th of Adar falls out on Shabbat, walled cities (e.g., Yerushalayim) that typically celebrate Shushan Purim observe that is called Purim Meshulash (a three-day Purim).
The reason for this is because the megillah is never read on Shabbat (this year the 15th of Adar) lest someone carry it, and the Purim seudah needs to be specifically for Purim and not Shabbat. Therefore, this year in Yerushalayim they read the megillah on Thursday night and Friday and give matanot la'evyonim on Friday.
On Shabbat, they recite Al Hanisim in davening and bentsching and read the special Torah reading for Purim - "va'yavi Amalek" (Shemot 17:8-16) as maftir.
On Sunday, they eat the Purim Seudah and send mishloach manot - since mishloach manot is connected to the meal.
Nevertheless, on Shabbat it is best to eat more meat and drink more wine than usual because some authorities maintain that the seudah is supposed to be eaten on Shabbat. If possible, it is also good to send mishloach manot privately on Shabbat, on condition that there is an eruv in one’s location.
Interestingly, the Chazon Ish felt that mishloach manot should precede matanot la'evyonim and would send mishloach manot on Friday, and Rav Yosef Chaim Zonnenfeld felt that when possible (i.e., there is an eruv) mishloach manot should also be sent on Shabbat.
DVAR TORAH “And Haman said to King Achashverosh: There is a certain nation scattered and divided amongst the nations” (3:8). Haman was well aware that when the Jewish people are divided we are weakened and can be defeated.
Which is a reason that Haman's downfall was preceded by Mordechai's request of “Go and gather all the Jews, and fast for me” (4:16)—and why the celebration included all Jews —“and he [Mordechai] sent letter letters to all the Jews...near and far...to observe them as days of feasting and joy, for sending gifts to ones another and gifts to the poor” (9:20,22).
But if Purim celebrates our unity why would we have two different dates for celebration - the 14th or 15th of Adar?
The answer is - to remind us of the special status of Yerushalayim as the greatest unifier of Jews. For that reason, we have Shushan Purim - a day celebrated in Yerushalayim and a day that grants it a special status.
